2002 Framework Agreement:

The 2002 Framework Agreement outlines the process whereby the FSIN and the provincial government agree to work together in establishing and overseeing gaming activities. Part 3 of the Framework Agreement drives the SIGA Casino Operating Agreement and Part 10 drives the SIGL (IGR) Regulatory Agreement. Part 10 of the Framework Agreement states that SIGL (IGR) will be recognized as a duly authorized licensing authority and that licensing & regulation of charitable gaming in Saskatchewan on and off reserve shall be consistent, taking into consideration the unique circumstances on-reserve.

  • SIGL Regulatory Agreement:

This agreement outlines the three phases of which IGR will begin licensing & regulating charitable gaming on reserves. The SIGL Regulatory Agreement, as per Part 10 of the 2002 Framework Agreement, states that SLGA & IGR (then SIGL) shall outline the process by which the capacity building and delegation of licensing & regulatory authority over gaming functions will be undertaken and implemented.

SIGL (IGR) Regulatory Agreement


  • Licensing Agreement:

As provided for in the 2002 Framework Agreement (signed between FSIN and the government of Saskatchewan) and the SIGL Regulatory Agreement (Article 2.01), as a first step in achieving full jurisdiction over gaming activities on-reserve. Saskatchewan Indian Gaming Licensing (SIGL - now IGR) and Saskatchewan Liquor and Gaming Authority (SLGA) have entered into a further agreement, the Licensing Agreement.

On March 9, 2007, the Licensing Agreement was signed between Indigenous Gaming Regulators (IGR) and the Saskatchewan Liquor and Gaming Authority (SLGA). In accordance with this agreement, IGR will be an entity specified pursuant to paragraph 207 (1)(b) of the Criminal Code, as the exclusive authority to lawfully license and regulate all on-reserve charitable lottery schemes in the province effective April 2, 2007. Charitable gaming includes Bingo, Breakopen (Nevadas), Raffles, and most recently included were Monte Carlo and Texas Hold’em Poker Tournaments.

The Licensing Agreement defines the scope of responsibility and level of authority that IGR  exercises in the licensing and regulation of on-reserve charitable gaming and SIGA Casino(s) table games. Attached to the Licensing Agreement are all relevant terms and conditions for charitable gaming schemes and casino table games, relevant policies and documents. The Licensing Agreement (and its attachments) govern the relationship between IGR and SLGA, outlines the specific roles/responsibilities and the authority of IGR, and details requirements that licensees must abide by.
