gaming many times perhaps at your local hockey rinks, local school fundraiser,
minor sports, youth groups, etc.
Large Raffles:
A Raffle Lottery containing prizes with retail value exceeding $50,000.00,
having a high ticket price (ie., $10.00 and over), and sold primarily
through direct mail order forms and via a toll free phone line and mass
media advertising.
Regular Raffles:
A Raffle Lottery in which the Licence distributes a two-part ticket,
one part is retained by the purchaser and the stub is retained by the
Licensee. The stubs of the sold tickets are placed in a draw drum from
which a winner is drawn at random. Others include, but are not limited

Municipal Raffle:
A Municipal Raffle is an event with a total prize value not exceeding
$1,000.00. A Raffle Lottery in which the Licence distributes a two-part
ticket, one part is retained by the purchaser and the stub is retained
by the Licensee. The stubs of the sold tickets are place in a draw drum
from which a winner is drawn at random.
Raffles and Breakopens are included in the definition of “lottery
schemes” in Section 207 of the Criminal Code of Canada
and are unlawful unless licensed.
